What has always perplexed me is that middle-tier managers often metamorphose Jekyl and Hyde like from being previously quite reasonable organizers to nasty enforcement chiefs as a result of this "silent killer". Many subsequently regret ever getting involved in college management. This audit culture kills off the good in everyone- managers included. It gives good results to bad departments for political reasons; it leads to the closure of top-rate units- again for political and economic reasons; it invariably gives titles like "distinguished teacher" to senior staff who do no teaching at all; and is a gross mis-use of college resources.
